Accounting, Customer Billing and Finance Division
The ACBF Executive Committee - Coordinating Council has responsibility for activities relating to the guidance and monitoring of the Sections/Committees of the Division in their efforts to achieve their respective objectives and purposes in the best interests of member companies.

The Accounting & Finance Section has the responsibility to coordinate all activities required for a successful annual meeting at which presentations will be made covering various areas of accounting and finance. These areas would include, but not be limited to, the following: General Accounting, Management Controls, Internal Reporting, and Rate Case Preparation. Finance topics would include planning for and evaluating financing alternatives and raising capital; cash management and bank relations; management of employee benefit funds; economic evaluation of investment decisions, evaluation of regulatory and legislative proposals, financial reporting; and investor relations.

The Customer Services & Billing Section supports all the activities and functions involved in serving utility customers, such as customer inquiry, billing, collections, field services and credit.

The Customer Service & Billing Mutual Assistance Task Force has been established to provide a process for mutual aid to other member utilities in the call center and billing function during emergency periods. This process will work through the official S.E.E. Mutual Assistance Guidelines to provide those services.

The Property Accounting Section members meet to discuss problems and solutions that are common to their individual responsibilities within each of their organizations. Generally, they are responsible for activities related to Construction Accounting which includes the maintenance of a work order system that accumulates project costs for construction work in progress (CWIP) and monitoring these orders for completions. Further, all project costs are unitized for transfer from CWIP to Plant in Service. At this point, Plant-in-Service Ledgers and Continuing Property Records of the Company are maintained for asset details. Other responsibilities include adjustments, retirements, transfers, depreciation and reporting of assets.
